Job Description
SUMMARY

The Deputy Director of Voter Education plays a critical role in promoting civic engagement, voter participation, and public awareness of electoral processes within Montgomery County. Reporting to the Director of Elections, the Deputy Director is responsible for developing and implementing comprehensive voter education initiatives, outreach programs, and resources to inform and empower residents to exercise their right to vote.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Strategic Planning: Collaborate with the Director of Elections to develop strategic plans, goals, and objectives for voter education initiatives in Montgomery County. Identify target demographics, key messages, and outreach strategies to effectively reach and engage voters;
  • Voter Education Programs: Design, implement, and evaluate voter education programs, workshops, and events to educate residents about voter registration, absentee voting, early voting, polling locations, ballot measures, and election procedures;
  • Community Outreach: Develop partnerships with community organizations, schools, libraries, faith-based groups, and other stakeholders to expand the reach of voter education efforts. Coordinate outreach activities, presentations, and outreach materials to underserved communities and marginalized populations;
  • Innovation and Cross-Functional leadership: Intra and inter-departmental collaboration to support development and implementation of innovative approaches. Proactively researches new and relevant tools for pilot programs. Assesses the efficacy and utility of new programs;
  • Public Relations and Communications: Work with the Communication Department to develop and disseminate voter education materials, including brochures, flyers, social media content, website resources, and public service announcements. Coordinate media outreach and press events to raise awareness of voter education initiatives;
  • Voter Registration: Collaborate with the County Board of Elections and community partners to facilitate voter registration drives, voter registration events, and online voter registration campaigns. Provide training and support to volunteers and community leaders involved in voter registration efforts;
  • Voter Information Resources: Develop and maintain comprehensive voter information resources, including voter guides, FAQs, videos, and online tools, to help residents navigate the voting process and make informed decisions about candidates and ballot issues;
  • Election Administration Support: Assist the County Board of Elections in disseminating election-related information, updates, and deadlines to voters. Provide support and assistance to voters with questions or concerns about the electoral process;
  • Data Analysis and Evaluation: Collect and analyze data on voter registration, voter turnout, demographic trends, and voter education program effectiveness. Prepare reports, evaluations, and recommendations to assess the impact of voter education efforts and guide future initiatives;
  • Training and Capacity Building: Provide training, resources, and technical assistance to County staff, community partners, and volunteers involved in voter education activities. Foster a culture of civic engagement and voter empowerment within Montgomery County;
  • Compliance and Legal Considerations: Ensure voter education initiatives comply with applicable laws, regulations, and ethical standards governing election activities. Stay informed about changes to election laws, voting rights, and voter registration requirements.
QUALIFICATION REQUIREMENTS

  • Bachelor's degree in Political Science, Public Administration, Education, Communications, or a related field. Master's degree preferred;
  • 3+ years of experience in voter education, community outreach, public relations, or a related field, with knowledge of electoral processes, voting rights, and voter engagement strategies;
  • Strong understanding of voter registration laws, election administration procedures, and voter demographics in Montgomery County;
  • Excellent communication skills, including the ability to communicate complex information to diverse audiences through written materials, presentations, and public speaking engagements;
  • Demonstrated experience in program planning, project management, and community organizing, with the ability to collaborate effectively with stakeholders and partners.
  • Proficiency in digital communication tools, social media platforms, and website content management systems. Graphic design skills and experience with video production are a plus;
  • Analytical skills, attention to detail, and the ability to collect, analyze, and interpret data to measure program outcomes and inform decision-making;
  • Commitment to equity, diversity, and inclusion, with sensitivity to cultural differences and the ability to engage with diverse communities in a respectful and inclusive manner;
  • Ability to drive or have reliable transportation to any of the Montgomery County facilities and communities;
  • Ability to work occasionally after normal business hours to attend community meetings and other events.
