The Homeland Security Research Division (HSRD) is hiring a Research Operations Administrator (ROA) to support publications production coordination, IT Enclave operations and other of administrative functions for a dynamic and growing business division. Candidates must have the ability to communicate clearly and effectively with internal and external parties. This position requires problem-solving skills and meticulous attention to detail. The ROA will need to get up to speed quickly with relevant procedures and practices (HSRD operations, RAND publications, and Sensitive Information Review policies). A high level of discretion, integrity, and organization is critical due to the sensitive nature of the data and processes involved. The ROA will provide support and guidance to RAND research staff and division leadership and will serve as a point of contact with internal and external stakeholders. We are looking for someone who consistently meets deadlines and works patiently with people at all levels. The selected candidates must be able to multi-task and work as part of a highly cooperative team spanning RAND's offices and time zones.

Responsibilities may include but are not limited to:

  • Supporting HSRD research product production coordination. Includes working with the Quality Assurance (QA) team to foresee issues related to timelines and cost as they come into the QA process; performs data entry and reporting; tracks products through the production process and keeps track of deliverable deadlines to sponsors; administer report distribution list procedures for the division; informs management of issues and makes recommendations.

  • Supporting the Sensitive Information Review (SIR) process which covers HSRD's process for obtaining sponsor clearance for publication of the results of our work.An ROA will manage and execute the SIR process, maintain records, oversee the resolution of issues, and update HSRD management regularly.

  • Providing division support to HSRD's sensitive information processing IT system, known as the Enclave. This includes liaising with IT services staff to track and resolve issues, managing information resources for users, and maintaining a database of information held in the Enclave.

Required Qualifications

  • Ability to communicate clearly and effectively with internal and external parties;

  • Excellent problem-solving skills and great attention to detail;

  • High level of discretion, integrity, and organization is critical due to the sensitive nature of the data and processes involved;

  • Ability to provide support and guidance to RAND research staff and serve as a point of contact with internal and external stakeholders.

  • Consistently meets deadlines, is comfortable working patiently with people at all levels, ability to multi-task and work as part of a highly cooperative team spanning RAND's offices and time zones;

  • Proficiency in MS Excel, Outlook, Word, SharePoint, Teams.

Preferred

  • Knowledge of RAND procedures and practices

Experience

  • Minimum 3 years of experience; 6 years preferred

Education

  • BA/BS required or equivalent years of experience.

This position requires U.S. Citizenship and the ability to obtainpass background investigation through the U.S. Department of Homeland Security (DHS "Fitness")

Salary Range

$73,700 - $109,400

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken).
