Job Description
General Summary of the Position

KEMRON Environmental Services, Inc. (KEMRON) is seeking qualified Response Managers Levels I and II. Up to 100% travel is required for onsite project work.

Response Managers perform duties onsite in a management role related to hazardous waste site activities. Response Managers (RMs) will direct on-scene, multidisciplinary field activities relating to chemical clean-up activities, hazardous waste site clean-up and waste disposal activities. Position has direct supervision of multi-disciplinary clean-up personnel; will develop of work plans and detailed cost estimates, including breakdowns of personnel and equipment requirements and transportation and disposal costs. Will direct subcontract labor, equipment, materials and related tasks. May assist foreman, operators or environmental chemist in the identification and clean-up of hazardous material(s). Tracks time of employees and directs employees in safe and proper procedures and follows KEMRON Standard Operating Procedures (SOPs) for activities. Reports to Operations Manager.

Essential Functions
  1. Manage foreman, operators and labors to complete site tasks, to include direct supervision of crew;
  2. Perform task hazard analysis;
  3. Communicate with client and crew to insure work is completed in efficient and safe manner;
  4. Develop all work plans and detailed cost estimates, including breakdowns of personnel and equipment requirements and transportation and disposal costs;
  5. Fulfill all OSHA requirements and preparation of site safety plans;
  6. Coordinate the transportation and disposal of hazardous waste, including the scheduling, packaging, labeling, manifesting and loading of trucks;
  7. Direct daily Tailgate Safety Meetings;
  8. Ensure that proper safety and incident reporting procedures are followed. Bring problems to the attention of the Program Manager, Safety Director or HR Manager.

Knowledge, Skills and Abilities
  1. Strong knowledge of QA/QC, OSHA, DOT transportation requirements and RCRA/CERCLA hazardous waste disposal regulations;
  2. Some knowledge of proper use of equipment, materials and supplies used in environmental remediation and construction work;
  3. Ability to work independently and adhere to work schedule;
  4. Ability to lift heavy objects, walk and stand for long periods of time and perform physical labor under adverse field conditions;
  5. Strong ability to communicate orally and in writing;
  6. Strong ability to understand, follow and transmit written and oral instructions; 
  7. Must meet attendance schedule with dependability and consistency.
Education, Training and Experience
  1. RM Level I requires four (4) years of experience in hazardous waste site clean-up;
  2. RM Level II requires seven (7) years of experience in hazardous waste site clean-up;
  3. A BS degree in Engineering or Science may be substituted for 1 year of experience;
  4. Must have at least two years in a supervisory role related to hazardous waste site activities;
  5. Minimum four (4) years of experience with activities conducted on hazardous waste sites required;
  6. 40-Hour OSHA Hazardous Waste worker training is required;
  7. OSHA 8-hour Supervisor Training is required;
  8. 8-hour refresher training as required by OSHA;
  9. First Aid and CPR training;
  10. FEMA 100, 200, 300, 400, 700 and 800 ICS training a plus;
  11. CHMM or CHMP certification is a plus.
Work Context
  1. Regularly works near moving mechanical parts and in outside conditions that include inclement weather, heat and humidity, and exposure to dust and asphalt;
  2. Must be able to lift, push, pull or carry objects, use abdominal and lower back muscles to provide support over time without fatigue and to effectively jump, sprint or throw an object; 
  3. Requires good manual dexterity (hand, hand with arm, two hands) and multi-limb coordination;
  4. Noise level onsite is generally loud;
  5. Must be able to quickly move arms and legs;
  6. Ability to work in full PPE including respiratory protection including SCBA, APR, SAR;
  7. Understand and direct the crew to follow KEMRON SOP for specific tasks.
Special Requirements

Must possess valid and appropriate state driver’s license prior to employment and have good driving history approved by KEMRON’s insurance carrier that qualifies employee to drive company vehicles.
Must undergo a baseline environmental and/or asbestos and/or DOT physical examination in accordance to KEMRON’s medical clearance protocol; must maintain an annual medical clearance.
